FS#179 - Snapper needs rebuild from icu upgrade

icu69.1-1.0 however snapper still links against libicuuc.so.68

Running snapper now gives the following error: 

# snapper list /
snapper: error while loading shared libraries: libicuuc.so.68: cannot open shared object file: No such file or directory

Yep, we are on a big in-between icu 69 and icu 68.
I'm triggering rebuilds. Meanwhile you can also use the 'icu68' package to
make it work again.
